Emergency Assistance has always been the program of priority since Human Services was founded in 1955. In 2006, the Board of Directors revised the criteria and Emergency Assistance became a matching program. The purpose of the Emergency Assistance Program is to help individuals and families experiencing financial hardship. It is not designed to be a permanent source of household funding but rather help when the client cannot find other alternatives and they are facing a “life altering” crisis.
If you are requesting assistance for a utility, you must enclose a copy of the past due or disconnect notice which includes your name and address, and the name and address of the utility along with a balance due.

To be eligible, the individual or head of household must live within the Canal Winchester School District. They will need to make a written request listing the assistance they are seeking. Those needing help with rent must include lease or mortgage payment information including the landlord or mortgager’s name, address, phone, account number if applicable, amount of the monthly payment and the amount that the client is currently past due. Those seeking utility assistance must include a copy of their past due bill.
If the client meets the eligibility requirements, Human Services will then match the payment made by the client up to, but not to exceed, $250.00, depending on the circumstance. In addition, $250.00 is the maximum assistance that can be provided to any client within a twelve month period.

Emergency Assistance has meant a lot of things to a lot of people over the years.
One of the most notable offers of assistance came when a brand new Sohio gas station, ready for its grand opening, exploded killing the owner and severely burning an employee, Robert Blosser who had worked in Canal Winchester for many years.
The trustees of Human Services stepped up to the plate and raised money to cover the victim's mortgage for several months while he slowly recovered from his injuries.
Until his recent passing, Mr. Blosser generously donated to Human Services so that we can continue to provide services to others.
